Course Overview

This 5-Day initial course is designed to provide training for health and safety representatives (HSRs) and deputies to be able to exercise all their powers and perform all their functions in these roles. HSR training can only be undertaken with an approved training provider, and is delivered face-to-face, in a classroom setting.

A Health and Safety Representative (HSR) is elected by their work group to represent workers in work health and safety (WHS) matters. This course is specifically designed to provide HSR’s with the required knowledge and skills to understand and execute their powers and functions under the Work Health and Safety Act 2020.

This course is also very beneficial for Managers and Supervisors to attend.

Course Delivery

This course is delivered by Essential Training (RTO Provider 45750), an approved provider by the Work Health and Safety Commission in accordance with the Work Health and Safety Act 2020, to deliver this vital training. Elect Training & Consulting works in collaboration with Essential Training to offer this essential WorkSafe Accredited Training for Health and Safety Representatives to its clients.

Essential Training offers public courses regularly throughout the year (monthly intakes) delivered at the Chamber of Commerce and Industry of Western Australia (CCIWA). Elect Training & Consulting is an approved representative of Essential Training, authorised to promote and refer clients to these courses, with special discounts on offer for Elect Training & Consulting clients [as well as CCIWA Members and Essential Training clients].

Courses are offered monthly at the CCIWA Member Hub, centrally located in the heart of the Perth CBD.

Course Objectives

This course aims to provide participants with the knowledge and skills to understand and fulfil their role and functions under the WHS legislation including:

  • An understanding of the new WHS legislation

  • An understanding of how it applies to their role as elected HSRs and deputy HSRs

  • The knowledge and skills necessary to use their additional powers under the WHS legislation to issue PINs and direct that unsafe work cease.


Course Content

The course is designed to assist HSRs understand their roles and functions as to how the WHS legislation will influence health and safety outcomes in their workplace, by covering vital topics such as :

  • WHS Act legislative framework

  • The role and functions of WorkSafe WA and its interaction with HSRs

  • Duties and responsibilities of persons conducting a business or undertaking (PCBUs), officers, workers and other parties under the legislation

  • The nature of the consultation process with workers as required of the primary PCBU by the Act

  • The purpose and formation of a work group (or work groups) within the workplace

  • Election process for HSRs and deputy HSRs and disqualification provisions

  • Health and Safety Committees

  • The entitlements, rights and protections of an elected HSR and deputy HSR

  • Using negotiation, communication and problem-solving skills and strategies as an HSR to represent a work group and to resolve work health and safety issues

  • Risk management and the use of risk controls, including the duties and responsibilities of various PCBUs under the legislation

  • How HSRs can use their functions and powers to contribute to risk management activities in the workplace

  • PINs and the right to cease, or direct the cessation of, unsafe work.


On Completion

On successful completion of this course participants will be issued with a Certificate of Attendance by Essential Training (RTO 45750).

There is no ‘formal assessment’ required to demonstrate successful completion of this course; however, participants must attend all 5 days and participate in required course work and related activities, in order to be deemed as completed.

Other Information

As soon as practicable within the period of 3 months after the request by a Health and Safety Representative for training, a Health and Safety Representative must be allowed the time off work to attend the course of training.
